The lack of a quality output measure applies to nearly all information products. Information and the Information Age are central ingredients in exchanging the efficiency or productivity of the economy; however, people do not do a good job of measuring productivity in the entire service sector of the economy. Three characteristics make it difficult to measure the productivity gains that are information-dependent: 1. the subjective nature of information, 2. the situation dependency of information, and 3. the time dependency of information. More attention can be given to the value and productivity enhancement of the information sector, particularly as information is used in the process of moving the world economy toward a more market-oriented global decision-making system in the 1990s.
